4S Ranch taxpayers to receive bond refund checks from county

Bond refund checks will be mailed out this week to 4S Ranch taxpayers by the San Diego County Treasurer-Tax Collector’s office.

San Diego County Treasurer-Tax Collector Dan McAllister announced Thursday that his office will be mailing out 441 bond surplus refund checks. The refunds represent surplus balances in the bond reserve fund for the 4S Ranch area, which must be returned to taxpayers, according to the Streets and Highway Code of California.

McAllister indicated the value of the mailing at $589,878. Individual refund checks range from $414 to $61,472.

“Issuing the refunds to our 4S Ranch taxpayers is a win-win,” McAllister said. “The original assessment bond financed street and other infrastructure improvements in the community. Now, with the surplus balance our taxpayers will be receiving some of their investment back.”

He said his office worked closely with Supervisor Bill Horn’s office to make certain these refunds would be forthcoming.

The original assessment bond financed a number of capital improvements for the 4S Ranch community. These included street lighting; a 210-foot bridge; storm drain improvements; water transportation and storage facilities; and sewer system improvements including a sewage treatment facility.
