		<description>Looks like Brown has to make the cuts because he can&#039;t borrow it from the Federal Gov&#039;t like Arnold.  It&#039;s also funny that the governor puts tax increases to the vote of the public (which most will fail approval) instead of standing behind it himself.  Even if he cuts programs that are politically unpopular to his base, they&#039;ll still vote for him.  He can cut spending, balance the budget, and still get re-elected.  It&#039;s a win win for him.  </description>
