		<description>Richard - Dick Lyles&#039; proposal was that no one else should bother running.  The implication being that anyone who else who did run is clearly only doing it for ego.   Under Mangum, drug use increased at our schools, with fatal consequences.  Parents who went to the school board during Mangum&#039;s tenure about getting kids tested  were rebuffed - as the school board denied (and still does) that there is a problem.  During Mangum&#039;s tenure one rogue parent insisted that the pledge of allegiance violated their child.  Mangum and board caved and said that kids didn&#039;t have to say the pledge.  They could just sit there.    It took pressure by parents for the board to realize they were wrong.  Just as they were forced to deal with the drug issue.  I don&#039;t want a councilmember I have to constantly remind what their duty is and who he represents.   </description>
