This formula is negatively impacted by the single most powerful force in Sacramento (the teacher unions) and the impact that teacher union money has in supporting candidates. 299,000 unionized teachers is both a statewide and local Levanthan. Their thumb is on the scale. Organization beats disorganization every time. The union does what it is paid to do. The politicians bowing to those overreaching demands is the problem, just as GM and Chrysler executives bowing to the union overreaching to buy temporary peace caused their problem.
