The bond authorization that Mangum moved to approve and Vanderveen seconded, contained ALL the details of the 2011 bond, including the interest rate and the no-call feature.  Mangum himself signed the Resolution once it passed. For Mr. Mangum to say he had nothing to do with the bond is disingenuous, at best.  What&#039;s more if you go back to the Series A bond that payout is 7 to 1 and has a no-call feature to it.  Stop accusing the stunned taxpayers of Poway of having an anti-Mangum agenda or an intent to push a particular candidate.  Jeff Mangum participated in creating the mess we are in now.  No one cares how pretty our schools are or how great the test scores are &#8211; because in 20 years no one will want to live here.  Not only will they be saddled with a significant increase in their taxes (nearly a $1,000 (minimum) is significant for most households) but the schools will again be in dire need of repair &#8211; and there will be no money to pay for it. 
 
So I&#8217;m sorry ladies, but Jeff Mangum should not serve on our City Council.  We have too much at stake to allow someone with that type of exotic bond experience near our city budget.

Please stop drinking the Kool-aid.  First &#8211; Mangum does not have more public service than any of the non-incumbent challengers combined.  That&#8217;s a ridiculous statement and patently false.  Further, who has served on more committees or done more for what isn&#8217;t the issue.  The real issue is - not only is Mangum part and parcel of the bond issues, but the reason the focus is largely on him is because he is running for City Council.  Many of us have spent hours pouring over the bond issues and documents in the hope that we could (1) find a loophole to get us out of this mess and (2) try to determine who participated in this mess.   
 
The answer to question #1 is that we are stuck &#8211; even if Attorney General Kamala Harris pursues the illegality of the premiums paid to the District ($9 million in 2010) &#8211; we still have the majority of the $1.2 billion to pay back.  In answer to question #2 is Mangum, Vanderveen, Patapow, Gutschow, Ranftle and later Davis were active participants in the billion dollar bond.
