I've been through an almost identical scenario with my mother.
You mentioned health care professionals being constrained by the system and I'd like to add to that. Just today I received a letter from our primary care physician -- one of the most respected in the region --announcing his early retirement. He said his decision was significantly earlier than planned and that "issues with bureaucratic trends in the delivery of medical care are the dominant reason for this decision."
He is more concerned about the quality of patient care than any doctor I've ever known.
It is said that although we here a lot of noise about access to care and cost of care, we seldom here anyone championing the quality of care any more.
All the more reason people should follow your advice
