Poway council poised to hire city manager

The likely hiring of a new city manager and a workshop on a proposed apartment complex for special needs adults will highlight next Tuesday night’s Poway City Council meeting.

Assistant City Manager Tina White is expected to be hired as the city’s fifth city manager since the city was incorporated in 1980. White will replace Dan Singer, who resigned July 14, effective Aug. 30, after being told by the council that his contract would not be renewed next May.

White has been with the city for about 14 years over two stints. In June 2009 she was the director of administrative services when she left for a similar post with a local water district. She returned to Poway eight months later as assistant city manager, a post she has held ever since. She has been the acting city manager since Singer’s last day in the office, which was July 21.

A non-voting council workshop is planned to review a proposal by two non-profits to build 54 apartments on Oak Knoll Road to serve adults with developmental disabilities.

Representatives of the Pasadena-based Villa de Vida and Mercy Housing California have been in extended development negotiations with the city. Villa de Vida approached the city in March 2015 regarding a 3.18-acre lot owned by the Poway Housing Authority (a successor to the now-defunct redevelopment agency) at 12341 Oak Knoll Road. The city had purchased the property from the county in early 2011 with the intention of using it for future development of affordable housing. The non-profit is modeling its effort after Casa de Amma in San Juan Capistrano.

The meeting will begin at 7 p.m. in the council chambers, 13325 Civic Center Drive.
