Rancho Bernardo Planners to vote on Silvergate facility

Rancho Bernardo Planning Board will vote Thursday night on proposals for the Silvergate memory care facility in Bernardo Heights.

The meeting will begin at 7 o’clock in the Club 21 room at RB Swim & Tennis Club, 16955 Bernardo Oaks Drive. The agenda is at RBPlanningBoard.com.

The board is expected to vote on the proposed conditional use permit, planned development permit and community plan amendment for the 202-unit Silvergate Rancho Bernardo. It is to be constructed on an empty 10.88-acre site at 16061 Avenida Venusto. Board members have reviewed the project a few times since AmeriCare Health and Retirement, Inc. purchased the site for $7.38 million from Poway Unified School District in December 2013.

Silvergate officials have said they would like to open by late 2018. Early designs called for 48 independent living, 84 assisted living and 48 memory care units plus 22 independent living cottages.

Other voting items include:

• A proposed neighborhood use permit and site development permit for a veterinary clinic and boarding/daycare kennel facility within an existing 13,227-square-foot office building at 17180 Bernardo Center Drive. It is west of the 24 Hour Fitness.

• An amendment to the San Diego Municipal Code’s Neighborhood Parking Protection Ordinance. The proposal is to permanently regulate the parking of oversized, non-motorized and recreational vehicles within the city since the current ordinance expires in August.

• Appointing residents to vacant seats. There is at least one vacancy in all districts with the exception of Eastview. To be eligible, residents must have attended at least one board meeting within the past year.

Discussion items include:

• Whether the board needs to take any further action since it submitted a response to the recirculated environmental draft report for Palomar Community College’s campus coming to Rancho Bernardo.

• A suggestion for the board to hold a town hall meeting on a San Diego Gas & Electric pipeline down Pomerado Road.
